Social credit is defined here as any form of credit which is not governed by usual banking principles and which aims at improving the living and working conditions of the poorest, least organized classes. These forms of credit are fundamental for Africa. Such credits are: Credit to the producer( to enable him to produce more and under Letter conditions); Credit to small enterprises( providing the means of modernization and improving efficiency); and Credit to individuals(enabling the individual to raise his level of living, to participate in the modern economic circuit which will expand his needs and thus stimulate the economy as a whole). We shall first examine the problem as a whole in order to deduce the general principles which have to be kept in mind to work out a solution ? then an attempt will be made to define the sphere of this credit by examining how it is at present being approached.
