Abstract

This paper comments on Dr. Olakanpo’s paper:” Augmentation and improvement of available resources in Africa”. In his paper Dr. Olakanpo dealt in turn with the development of human resources and with infrastructure: he then approached the problem of the mobilization of internal financial resources which are not real resources but are a condition for creating them. Dr. Olakanop pointed out, it would seem that the facilities for training and developing human resources in Africa, comprised mainly by the educational systems, are generally inadequate and inappropriate.
