Abstract
In Tanzania the use of foreign consultants has been much in evidence in the civil service since independence (1961) and in various parastatal organizations since the Arusha declaration (1967). In any developing country the role of foreign consultants has to be seen in relation to its manpower needs. Tanzania has set 1980 as its target year for attaining self-sufficiency in high level manpower save for a few highly specialized skills. The role of the foreigner in a developing country be called consultant or whatever has to be seen not only in relation to the country's manpower needs in its most critical "bottleneck" areas, but also, and more importantly, in relation to the type of society that the country wants to build for itself.
