dc.description.abstractThis paper describes the processes by which the plan was developed and the outcomes of that planning process. Education was looked at mainly through its contribution to the full · development of individual ability, to greater social justice or to a better understanding of the role of individuals in society. When plans were formulated, education was looked on as part of the "overheads" of development. It was of course observed that a person's income increased as his educational level rose, but the reasoning was not usually transposed with strict logic from the 'micro-economic to the macro-economic scale. In fact thinking of the economists was dominated for a long time by a Keynesian approach which regarded material investment as the key factor in development.en
