Technical assistance is a programme for training or imparting knowledge and skills from one country --(the donor country) to another (the recipient or host country) on the basis of well-formulated projects, submitted by the recipient country, which are calculated to be undertaken and completed within a reasonably short period of time from a few months to up to, say, five years. The basic assumption underlying such assistance, originally is that technical knowledge and skills can be effectively transferred from one country to another within a reasonably short period of time.
