Abstract
In the broadest sense and ultimately aim of public administration institute is the same as that of a civil service system: to develop and to maintain a competent crops of manpower to operate the civil service of the state. The need for the development and maintenance of such a crops is all government in any part if the world and in whatever state of their political economic or social development .the process by which any state procedures personal to man the wide variety of services in the public and private sector of community rage from the simple but elemental educational activities within a family.
