The council of ministers noted the information that the secretariat had conducted a study covering a number of African countries ,including some form the subregion, regarding the prospects of partial substitution of wheat with locally grown cereals like sorghum, millet ,maize and tubers like cassava for bread making thereby achieving countries on wheat imports.
