This mission was conducted under the framework of a Memorandum of Understanding between the United Nations Economic Commission for Africa (ECA) and UNICEF, effective from March 1993 to December 1995. The mission to Malawi, undertaken jointly by the ECA Regional Adviser and UNICEF's Evaluation and Monitoring Officer, aimed to support data collection for monitoring Malawi's National Plan of Action (NPA) on children and the Mid-Decade Goals. The mission focused on identifying the most suitable institution within the Malawian government to conduct a Cluster Monitoring Survey, using a model questionnaire developed by UNICEF. The mission concluded with a recommendation for the NSO to conduct a stand-alone Cluster Monitoring Survey in the latter half of 1995 or early 1996, using an adapted version of the UNICEF questionnaire. This recommendation was presented to the MEPD, which supported the initiative.
