In an attempt to enhance the capacity of member States in the implementation of the Beijing Platform for
Action (APFA), the Economic Commission for Africa through its African Center for Gender and
Development formulated a Monitoring and Evaluation (M & E) Programme along the recommendations
of the African Plan of Action to accelerate the follow-up the Platform. The objective of the M & E Programme is to build the capacity of member States to assess their progress in the implementation of the Platforms. The Programme focuses specifically on the state of gender policies and the institutional mechanisms that facilitate the operationalization of the BPFA. ECA therefore decided to introduce the M & E Programme to 21 countries over the 5 subregions of Africa. To this end, each country nominated Monitoring and Evaluation Officers (MEO) from 7 selected sectors namely agriculture. commerce and industry. health, planning, finance, gender and one national coordinating NGO to be trained in the implementation of the M & E Programme between May and December 2002.
