Abstract
Statement by Mr. Issa B. Y. Diallo United Nations Assistant Secretary-General and acting executive commission for Africa at the Eighteenth meeting of the conference of African Ministers responsible for economic development and planning. This is the first meeting of the Conference of Ministers organized by the ECA secretariat since I assumed the stewardship of ECA as Acting Executive Secretary in August 1991. I would therefore like to bid you welcome to Africa Hall (as we call the headquarters of the Commission) and to wish you a pleasant and fruitful stay.
