The objective of this paper therefore is not to discuss the nature of the critical factor hit to show the interrelationship between human resource development strategy and the meeting of development requirements with the view to stressing the point that human resources development strategies should and must be linked to national development policies and strategic. The second objective is to suggest for consideration a set broad guideline for the design of a strategic framework for human development quality. Human resource and the fulfilment of Africa’s long -term development objective.
