Constraints of capacity for development in Madagascar : a country profile in capacity building

Abstract

This document presents a comprehensive analysis of Madagascar's economic performance and development capacity, as discussed during the UNECA Conference of Ministers in 1994. It highlights the country's rich natural resources, demographic challenges, and the impact of historical political and economic policies on its current state. The report identifies key areas for capacity building, including agriculture, education, technical assistance, and private sector development, while emphasizing the need for strategic planning and decentralization to enhance governance and public participation. It concludes with recommendations for reforming the civil service, improving educational outcomes, and fostering an enabling environment for investment and entrepreneurship, ultimately aiming to strengthen Madagascar's capacity for sustainable development.
