The purpose of this paper is to provide a comparative analysis of the negotiation and implementation of mining joint ventures in three African countries, these being: the joint venture arrangements between the Government of Zambia and the Anglo-American Corporation, Ltd., and, with the Roan Selection Trust, in respect of the Zambian copper mines; and the joint venture arrangements between the Government of Sierra Leone the Sierra Leone Selection Trust, in respect of' the Sierra Leone diamond mines. The paper examinees and evaluates the policies of the respective host countries regarding the development and production of the minerals in question; the role of transnational corporations in the implementation of such po1icies; the expectations of the parties during the joint venture negotiations.
