Abstract
The increasingly dynamic pace of Africa's development and the global investment market presents new opportunities and demands for the mobilization of domestic and international resources for development on this continent. Many governments have taken steps to liberalize financial sectors to better foster national development and to compete for the burgeoning supply of global savings.
