Report on the role of the MULPOCS in strengthening subregional economic cooperation and integration

Abstract

This report examines the role of Multi-Purpose Centers (MULPOCs) in enhancing subregional economic cooperation and integration under the Economic Commission for Africa (ECA). It emphasizes the need to clarify the roles of the ECA secretariat and MULPOCs in program formulation and implementation, as highlighted by the Advisory Committee on Administrative and Budgetary Questions (ACABQ). The report outlines a member state-driven program development process, stressing collaboration with intergovernmental organizations (IGOs) to prevent duplication. It addresses administrative and resource needs, including staffing and funding, and calls for reorienting ECA activities toward subregional goals.
