dc.description.abstract | A well-established Air Transport system requires three pillars namely Airlines, Airports and Air Navigation Services, held together firmly at the top by a strong and dynamic body comprising Government policy formulation and technical regulations. The policy formulation body is intended to ensure that the operations of the three pillars are commercially focused, and at the same time harmonized with national development objectives and safeguarding the national interests. Technical regulations are intended to ensure conformance with the internationally recognized air safety standards. The three pillars represent major service providers, and were initially owned and controlled by Governments. But over the years, and in recognition of the challenges facing these service providers, there has been a global trend to remove them, starting with Airlines, then Airports and lately Air Navigation Services from the mainstream public service with objective of enhancing financial management, and delivery of service. | en |
