In his address at the Forty-Seventh Conference of Non-Governmental Organizations (NGOs), United Nations Secretary-General Boutros Boutros-Ghali emphasized the critical role of NGOs in promoting international peace and security. He highlighted the shift in global dynamics following the end of the Cold War, which revealed the transnational nature of political, economic, and social challenges. Boutros-Ghali stressed that NGOs, as key representatives of civil society, are essential in addressing these complexities and advancing peace-building efforts. He outlined three key areas for NGO involvement: assistance in humanitarian and peacekeeping operations, mobilization of states and public opinion, and democratization of international relations. The Secretary-General called for stronger coordination between NGOs and the UN, urging NGOs to maintain independence and credibility while contributing to global peace and democracy. He concluded by underscoring the importance of NGOs in fostering an inclusive international order that aligns with the ideals of the UN Charter.
