The message from the Secretary-General on the occasion of World Water Day 1996 emphasizes the urgent need to address the global water crisis. Rapid population growth, urbanization, and increasing poverty have made the goal of water for all seem unattainable, especially in developing countries. The Secretary-General calls for collective action from governments, local authorities, the private sector, NGOs, and communities to ensure equitable, reliable, and affordable water supply. He urges donor nations to increase their commitment and recipient nations to implement sustainable water management policies to avert a future catastrophe.
