For many of the developing countries particularly those in Africa, industrial development prospects depend to a large extent on the promotion of small-scale industries (SSIs). In many African countries, the domestic market is relatively small. There is an acute shortage of investment resources. Although there is a surplus of unskilled labour, the quality and quantity of skilled manpower is quite inadequate. In the light of such development constraints, the potentials for small-scale industries seem better than for large-scale industries as the former are more adapted to the conditions of developing countries particularly in Africa.
