It is generally known within the world Organization, that the structure of its working body is civil service in nature. It is further known, among the more mellow or perceptive staff member that civil service, once experienced, lacks appeal, deters initiative, etc. This is due to the gawky bureaucracy with its heavy duplication of work, and, singularly, its established and hazily defined system of promotion. In all appearances, one is promoted on the sheer luck of where One is working, who one knows, or how long one has been a fixture.
