Eighteen months ago, our Voluntary Agencies' Bureau (VAB) embarked upon an experimental field project mainly of sub-regional workshops and field studies. we set ourselves the task of bringing to each workshop representatives of international voluntary agencies (including their field agents and projects managers in Africa) as well as accredited representatives of ECA member States 9 staff of research institutes and universities, and a selected number of African regional representatives of various organs of the United Nations system. Simply stated, each subregional workshop was charged with the responsibility of developing strategies and agreeing on machinery for achieving effective tripartite co-operation 9 among the United Nations agencies, international voluntary agencies and 50vernments~ with a view to pooling efforts in the field and achieving the maximum possible impact on rural development in the respective countries of the sub-region, in which they operate
