Development of rural areas is by no means an easy task. It has never been easy for the peasant farmer. And those of us who are trying to help are sometimes afflicted with serious doubts as to whether we are doing the right thing and in the right way. From time to time, we tend to ask ourselves: "Should we continue our efforts?" At the international level, we see that a serious dialogue has opened between the UN system and the international voluntary organizations, with a view to "involving them in the review and appraisal of the International Development Strategy, so as to make their participation more meaningful" At the level of our Africa region, the establishment of the Voluntary .Agencies Bureau in ECA and the launching of its -quarterly bulletin were intended to be "a new venture in co-operation".
