Abstract
This report, submitted by the Secretary-General pursuant to Security Council Resolution 1009 (1995), provides an update on the implementation of the resolution and the implications for the United Nations Confidence Restoration Operation in Croatia (UNCRO) following the Croatian military offensive launched on 4 August 1995. The report covers military activities, humanitarian conditions, human rights violations, and the situation in Sector East. It highlights the failure of both parties to cease military actions, the high tensions, and the disregard for the safety of UN personnel and civilians. The report details the collapse of Krajina Serb defenses, the mass exodus of civilians, and the resulting humanitarian crisis. It also discusses the challenges faced by UNCRO in fulfilling its mandate, including the seizure of observation posts, restrictions on movement, and the need for NATO air presence to protect UN personnel. The report concludes with recommendations for reducing UNCRO's troop strength, redefining its mandate, and continuing consultations with the Croatian government and local Serb leaders to stabilize the situation in Sector East.
