The report to the 6th ministerial follow-up committee of ten on the status, policies and programmes of human resources planning, development and utilization in Africa painted a grim picture of the human condition on the African continent. Overall, the report showed that employment, real wages, access to modern health and sanitary services, per capita food production, enrolment in the educational system, etc. depicted a negative trend. In the discussion of the report, it became evident that many African countries strived to put in place policy actions designed to improve human resources development. These policy actions ranged from special employment programmes; establishment of alternative people-oriented financial institutions to cater for the credit needs of the rural sector and the urban informal sector; increasing food production, etc.; to adopting measures aimed at cushioning the population from the impact of structural adjustment programs.
