The Fifth Summit of Heads of State of Somalia Kenya Ethiopia and Djibouti, held in Addis Ababa from 3 s- U December 1939 directed the Preferential Trade Area for Eastern and Southern African States (PTA), to take appropriate measures for speeding up the improvident of the inter-state transport and communications links in the Northern part of the sub region and between the northern countries and the rest of the PTA Sub region. The Heads of State of the four countries again met in Addis Ababa on 24 Kay 1983, and further resolved, after reviewing the status of transport and communications projects, that a technical consultation committee(TCC) of experts be established to monitor the progress of implementation of the projects and programmes interconnecting those four countries.
