The chapters of this monograph are composed of selected papers presented at a National Training Workshop on Employment Planning and Productivity Enhancement in Ethiopia, which was jointly organized in July 1992 by the Public Administration,
Human Resources and Social Development Division of UNECA and the Ministry of Labour and Social Affairs of the Transitional Government of Ethiopia.Chapter one of the monograph deals with unemployment problem in Africa in the 1980s and proposes a policy framework for increasing productive employment in the 1990s and beyond. Chapter two discusses the extent, structure and composition of unemployment in Ethiopia. It also examines the development and effectiveness of employment policies. The third chapter reviews the structure and performance of the Ethiopian economy and its impact on manpower utilization and national development objectives. The fourth chapter deals with the issue of improving the effectiveness of employment planning and labour administration institutions in Ethiopia. The fifth chapter focuses on workers' training and productivity enhancement in Ethiopia. The recommendations made by the workshop participants for the promotion and enhancement of employment and productivity, as well as strategies for effective employment planning in Ethiopia are contained in Appendix I of this monograph
