Re-thinking the brain drain in Africa in the light of recent events and findings

Abstract

The expatriation of highly skilled Africans is, indeed, extensive though statistical information usually gives a piecemeal account of its magnitude. Even though exaggerated figures have circulated, the problem should not be minimized. Between 10000 and 20000 professionals leave the continent every year and about 1/3 of the highly skilled population born in Africa is located abroad. The African migrant population is especially qualified compared to those proceeding from other regions whereas the continent, with academic and development capacities in deep crisis, is more strongly affected by this depletion of human resources than any other in the world.
