The organization of the African Ministerial Conference on Trade, Development and Monetary Problems has been the subject of three successive decisions taken by the highest African bodies: The Conference of Heads of State and of Government held at Rabat in June 1972 requested the Administrative Secretary General in a Declaration on the UNCTAD Conference to convene an African Ministerial Conference on Trade and Development in ord8r to study and adopt practical measures that Africa should take to remedy the shortcomings and omissions of UNCTAD III held in Santiago de Chile in April-May 1972. The Declaration made by the Governors of the African Development Bank stipulated that the object of the Conference of Ministers should be the definition of an African position on the problems of trade, development and monetary matters and to propose practical measures, which would strengthen regional co-operation in Africa, should be indicated.
