Abstract
The world has entered the Knowledge and Information Society, driven by information and intellectual products as raw materials. In this context, the ability to transmit data over information and communication infrastructure is a crucial resource for any nation, to participate effectively in the global information society and to address development challenges. The successful deployment of information and communication technologies can contribute to the development of knowledge societies in the countries on the continent and contribute to bridging the digital divide.
