The main conclusion of this report is that the AWCPD did not live up to the expectations of its stakeholders. The ineffectiveness of the AWCPD is the consequence of a share responsibility between the Committee and the two sponsoring institutions. There is, however, no question that the creation of the AWCPD is a valuable asset for Africa, and that the objectives that motivated the establishment of the Committee still hold. A remodeled AWCPD may bring innovative views and devices to help the African Union diffuse tension in countries in conflict, and boost the peace building process on the continent. Objectives of the evaluation is to provide the OAU, the ECA and the new members of the Committee with a fair evaluation of the activities undertaken implemented by the Committee since its creation. In addition, to draw lessons from the Committee's performance and make recommendations to optimize its performance for the next three years that correspond to the mandate of the new membership.
