This paper emphasizes the critical role of human resources in the industrialization process, particularly in the context of Africa. Human resources, defined as the skills, knowledge, and attitudes necessary for economic development, are essential for maximizing productivity and fostering growth across various sectors, including industry, agriculture, and technology. The study is structured into five sections. Section I discusses the importance of human resources in industrialization, emphasizing the need for skilled labor to drive economic transformation. Section II assesses the current state of human resource planning, development, and utilization in Africa's industrial sector, noting the disparities in skill availability and the challenges of labor productivity. Section III proposes a methodology for planning human resources for industrial development, focusing on estimating manpower supply and demand. Section IV reviews existing planning models and suggests improvements tailored to Africa's context.
