Agreement on Subsidies and Countervailing Measures Summary of positions and proposals (as of21 July 1999) Prepared by UNCTAD Secretariat. The Subsidies Agreement includes a number of significant S&d provisions. This Agreement is of great importance to developing countries due to the widely held view that certain types of subsidies may be critical in the process of development. The Agreement also establishes higher thresholds for what would be considered negligible import volumes in a countervailing duty investigation involving a developing country.
