Formulation of efficient land use planning within the framework of the urban economy

Rapid urbanization in African countries, with urban populations growing at 5.5% annually, intensifies competition for land among housing, industry, commerce, agriculture, and open spaces. This exacerbates inaccessibility to well-located land for the urban poor, driving urban sprawl, socioeconomic segregation, informal settlements, and environmental degradation. Despite these challenges, many African cities lack the capacity—due to financial, technical, and procedural constraints—to implement effective land use planning. This paper addresses these gaps by advocating for dynamic, inclusive, and scientifically grounded planning methodologies that prioritize simplicity, cost-effectiveness, and actionable strategies. Aimed at planners and policymakers, it focuses on key aspects of the planning process and foundational studies essential for determining land requirements and formulating equitable, efficient land use plans. The goal is to enhance urban land management, mitigate systemic impoverishment, and promote sustainable development across African urban economies.
