Abstract
There is international consensus that human rights education makes a fundamental contribution to the realization of human rights. Human rights education aims at developing a common understanding of the responsibility to make human rights a reality in every community and in society at large. The World Programme for Human Rights Education is, therefore, a reinforcement of all the provisions for human rights education that are incorporated in most international human rights instruments and UN conference declarations and plans of action, such as those that came out of the World Conference on Human Rights, Vienna 1993, the Fourth World Conference on Women, Beijing 1995, the World Conference Against Racism, racial Discrimination, Xenophobia and Related Intolerance, Durban 2001.
