This report provides an Integrated Socio-Economic and ICT Policy and Plan Development Framework for Ghana. It provides, an analytical basis (resulting from a review and an analysis of the current socio-economic and ICT situation), and justification for the adopted policy orientation in the subsequent policy document and a basis for subsequent plan based on the policy. It serves as a conceptual framework for identifying and crystallizing developmental challenges and the visions, missions and strategies that need to be pursued to accelerate Ghana's march towards information and knowledge economy. The document provides a justification for the policy as a whole and the justification as to why a particular (specific) policy commitment is identified for implementation. The document is divided into three parts. Part, one provides social and economic background of Ghana to make the case for developing an ICT policy for development. Part II assesses the ICT industry and its capacity in Ghana. Part III concentrates on a tentative framework for ICT policy. The last sector of part III provides schedule for realizing an ICT policy, developing national ICT plans in key areas identified by the framework, and implementing catalytic and long-term ICT projects and programs that bring changes in quality of life of Ghanaians.
