The report of the commission of Inquiry into the Local Government system dealt with personnel issues at great length. Clearly the current situation is, to say the least, unsatisfactory. Not only is the local government service heavily over-staffed but is deficient in skilled and trained manpower. Key issues relating to recruitment, promotions, training have been handled in an unsystematic and slip-shod maru1er so that the Councils have been unable to recruit, let alone retain competent and qualified personnel. Inadequate managerial capacity has impaired the capability of Councils with regard to the efficient delivery of services as well as the implementation of meaningful development programmes.
