Abstract

Statement by Carlos Lopes UN Under-Secretary-General and Executive Secretary of ECA at the 31st Session of the NEPAD Heads of State and Government Orientation Committee. Mr. Lopes, on his remarks highlighted that, The Dakar Financing Summit was the high-level implementation platform to actualize the outcomes of the study. The Dakar Financing Summit re-affirmed the importance of infrastructure as a key driver and enabler for sustainable growth in Africa. It noted the extent of the continent’s infrastructure deficit, the related inadequacy of finance, and the fact that existing instruments and mechanism have not proved effective. The Summit accordingly identified concrete steps and measures relating to financing strategies and mechanisms, promoting and enabling policy, legal and regulatory environment to enhance project bankability, and de-risking mechanisms.
