Abstract
Statement made by Mr. Carlos Lopes UN Under-Secretary-General and Executive Secretary of ECA. Mr. Lopez expressed his pleasure to be in Dakar and to have the opportunity to address the preparatory meeting for the Dakar Financing Summit. He also extended his sincere appreciation to the government and people of Senegal for their warm hospitality and extensive arrangements made to enable the meeting to take place. In his speech, he said the Dakar Financing Summit is also the beginning of a process in the sense of exposing the potential of the 16 projects in energy, transport and ICT in order to bring them to fruition.
