On the eve of the 21st Conference of the Parties to the United Nations Framework Convention on Climate Change (COP21), scheduled for the end of this month, in Paris, France, Mr. Carlos Lopes says it is last moments for many Africans who are the first victims of the effects of climate change and for whom the conclusions of the negotiations are important.
