In cooperation with the Economic Commission for Africa (ECA) and the Korean Trust Fund, the Government of the Republic of South Korea, through the Korea Development Institute (KDI) and the World Bank (Population and Human Resources Division) co-organized a study tour to the Republic of South Korea for East African education policy-makers. The study tour was organized for officials who play strategic and determining roles in human resource policy formulation and Implementation. These included ministers of education, permanent secretaries, their academic and professional advisors (presidents of universities), senior policy-makers, the staff responsible for the formulation and implementation of education policies, and experts from Korea, ECA and the World Bank. It is expected that education policy-makers from the five Eastern African countries would implement the strategic policy recommendations they had discussed during their tour of the Republic of South Korea and thereby able to establish a better link between capacity building through education and economic development.
