The studies for the five countries show that in terms of the ICT policy development processes, the telecommunications sector in many countries has gone through mainly two distinct phases i.e. being States' controlled monopolies as various governments had full control over the telecommunications sector since independence of these countries, and the liberalization phase which led to the separation of the posts sector from the telecommunications sector and the establishment of the independent regulatory authorities in most African countries since the 1980's.
