It may be recalled that the original census project document has fixed the date for the start of the Ghana census project GHA/78/Pol as 2 January 1978 however due to the political changes in the country and the uncertain economic animate no preparations could be made until the civilian regime took over the administration of the country in September 1979. It was the fervent wish of the civilian regime that the census should be held not later than 1981and public pronouncements to that effect were made by the Ghana government however in the light of the status of preparations which had been made up-to-date as reviewed in the following section. It was considered both by the census office and by myself that 1981 was too early for a good census to be carried out. March 1982 was considered to be a more suitable date subject to all Ghana government inputs being provided on time
