Drinking water has been identifies as one of the foremost development priorities in the Sahelian countries and consequent national and international agencies have got to devote special maintenance of water supply programme. its sixth session in COTONOU (Benin) in march 1983, the MULPOC council of Ministers, in Resolution III, recommended the preparation of a study on the national mechanisms of the sub-region with regard to the construction and maintenance of water supply structures in the rural areas. This report is, in fact, the logical follow up to a previous report which showed as the coverage rates of drinking water supply were rather low in the sub-region.
