A method which ensure the most efficient utilization of water resource in an international river is a basin wide approach to the problem a fact which was long been recognized. It calls for an organization covering the whole of a basin through which the necessary surveys studies and worker are carried out. The development of the water resource of the basin therefore requires international co-operation and an inter-regional organization must be created to carry out the task of planning and execution within the limits agreed upon by negotiation between the countries involved. The basin wide approach is the best way to achieve the optimum development of water resource.
