The Economic Commission for Africa (ECA) has been mandated by the UN General Assembly to organize in collaboration with member States, periodic evaluation of the implementation of the Global and Regional Platforms for Action on the advancement of women and report on the progress made. Since the assessment of Beijing + 5, the international community including governments and civil society organizations are questioning the effectiveness and sustainable impact of women's global and regional fora in line with their costs and timing. Twenty-five years after Mexico and five years after Beijing it is becoming obvious that the overall goal of the global process for "Development, Gender Equality and Peace" has not been achieved. Global and regional processes of follow up, monitoring and advocacy on the advancement of women still remain gender biased and are considered as female events.
