Since the 1980s, Africa has experienced a severe socio-economic decline, highlighting the urgent need to prioritize human resource development as a foundation for recovery and self-sustained growth. This monograph explores the impact of structural adjustment programs and economic crisis on human wellbeing and capacity building in Africa. It draws on key findings from the 1988 International Conference on the Human Dimension of Africa's Economic Recovery and Development and the ECA Conference of Ministers in Khartoum. The discussions emphasize a human-centered approach to policy-making, strategies for enhancing human resources, and practical measures for integrating human development into national recovery programs. The publication aims to sustain dialogue on addressing Africa’s development challenges through strengthened human resource planning and implementation.
