In a message issued to the Somali people, the special representative of the Secretary-General, Jonathan T. Howe, called for a continued partnership with all Somalis in order to achieve UNOSOM II’s goal of building a vibrant, health, and sustainable Somalia governed by and for the people. The Special Representative pointed out that the only way to achieve security and sustain peace is with the active presence of adequate UN forces. Additionally, he outlined three other essential requirements for promoting peaceful reconciliation in Somalia.
