Résumé
La science et la technique du plan d’action de Lagos qui a été approuve par les chef d’états africains en avril 1980, met beaucoup d’accent sur les structures endogènes, leur création et leur renforcement afin d’assurer non seulement un développement soutenu et auto-défendent, mais également la mise en œuvre d’une base nationale adéquate pour que la science et la technique puissent jouer en rôle approprie au service du développement socio-économique. Dans ce cadre que la section science et technologie de la Commission économique des Nations Unies pour l’Afrique a dans son programme de travail, une étude détaillée des structures nationales existantes, ayant une politique scientifique et technologique bien déterminée, la possibilité de conseiller les états membres de mettre en place une Commission Nationale pour la Science et la technique au service du développement.
