Partners in Africa’s development. BCA's new agenda of reform during 1996-2001 concentrates on five themes: facilitating economic and social policy analysis with heavy emphasis on poverty alleviation, ensuring food security and sustainable development and strengthening development management. The World Bank came out as a staunch supporter of ECA's framework for planning, budgeting and programme selectivity. South-South cooperation is an important component of ECA’s drive to nudge Africa into the mainstream of the world economic interface. Networking, collaboration and information sharing - these were Mr. Amoako’s catch words in his definition of ECA/s new relationship with its partners.
