Chronology of events relating to Rwanda. 24 September 1993, the secretary-General submits a report to the Security Council recommending the establishment of the United Nations Assistance Mission for Rwanda (UNAMIR) with 2,500 troops. 6 January 1994, the Security Council adopts a resolution, authorizing deployment of the second infantry battalion. 5 April 1994, the Security Council adopts resolution extending UNAMIR's mandate until 29 July 1994. 6 April 1994, aircraft carrying the presidents of Rwanda and Burundi crashes near Kigali airport killing all on board. 20 April 1994, the Secretary-General submits a report to the Security Council with three options: Immediate and massive reinforcement of UNAMIR to stop the fighting and the massacres. He stresses that this would require several thousand additional troops and enforcement powers under Chapter VII; Downsizing of UNAMIR (to 270 all ranks) so that it can ' act as an intermediary between the parties and seek -a cease-fire and complete withdrawal of UNAMIR. Secretary-General stresses that he does option. . However, the Secretary-General stresses that he does not favor this option.
